Regarding IMSI: I know from experience Motorola phones return MCC and MNC in the IMSI, but is it stipulated by GSM to do so? Sony Ericsson phones return something completely different.

IMSI has nothing to do with a handset, it is a value personalized in the (U)SIM. There are specific rules for generating IMSI, indeed it includes MCC and MNC.
